In addition to the excellent howtos that many have pointed you to, try and
obtain the TrinityOS guide to Linux Networking. Unlike the disparate
howtos, this is a one-stop document that covers almost every situation in
a Networked environment. You will find the TrinityOS doc (all 450K of it)

Check out Glade (C), Visual TCL (tcl), KDevelop (C+Qt), xforms (C),
netbeans (javabeans). Apart from these there are reliable reports that
Symantec Cafe and Borland Builder are being made available as commercial
products. A search on the free software in this list on
