You have to add mod_php3 to Apache via the DSO way if you want apache to
parse php3 as a server side embedded HTML script, or keep php3 as a binary
in the allowed safe paths, where it can be executed is a manner similar to
perl.*NOTHING* is ever enabled by default.grab the current sources for
apache_1.3.9 and php3 and start  compiling.
