PostgreSQL comes with a Perl interface library. You could use
Perl-CGI scripts to design web interfaces.  

I am also informed that PHP3/4 can be built with PostgreSQL support,
though I have no experience in trying out this particular solution.
Perl CGI interfaces, on the other hand keep coming up on the
PostgreSQL mailing lists. You can access the mailing list archive by
following links from  http://www.postgresql.org
