What sort of interface do you want ?
For GUI version of psql there is a program called KPSQL ver 1.0 for KDE.
The Help->About Kpsql says 'A Query Tool for PostgresSQL'. It is a nice
GUI based tool to run SQL commands in one window and see the results in
another window. It is quite convenient for testing web based

If you want some scripting + DB ala ASP then go for Zope + Postgres It
is one of the most convenient web development tool. Zope ver 2.0
supports WebDAV and XML-RPC so you can even use IE 5.0 and Frontier for
uploading and editing.

I don't know of any web interface - but KMySQL with a postgres plugin is

very good.
