Reverse DNS Mapping and VSNL/NCST

Hi all,
I am trying to download TIS toolkit and am facing trouble with the TIS FTP
site since they are performing a reverse DNS lookup and this requires
VSNL/NCST to set up the record pointer for the sub class C network that we
have. Does anyone know if they are indeed providing the service if not, any
ideas on how to go about

I would also like to hear if someone has used the TIS toolkit and how it has
performed.
