The problem I see in the CNet article is Mr. Mehta equating a few poorly
run government websites with all of the internet infrastructure in India.
Wee all been to govt. offices and /know/ how poorly they are run. A crappy
govt. website running on a pockmarked 10-year-old copy of pirated Xenix !=
all the sites in India.

It is also interesting how Mr. Mehta manages to raise the boogeyman of
"pornography". Mr. Mehta should step out into the streets to see that
pornography, in some cases subtle and in some cases garish is all around
him in Real Life. Cinema posters with buxom actresses. Paan shops selling
Debonaires etc. It is a fact of life. The solution is NOT to propose
stupid solutions. I digress...

Why are sysadmins blocking traffic from china? Because of the Script
kiddies?

Honeslty, I'm not qualified to talk about this situation.
