u need to have a some knowledge of DSP 1st. (Digital Signal Processing)
Writing the graphical interface, file i/o is a trivial affair (i dont
know much abt sound i/o though)...

U will have to implement Inverse DCT (Discrete cosine transform)..
This is a good project to start with if u want to get ur DSP fundaes
straight..
