[LI] Modem Lock

Dear Rajeev ,
	When checked on, the Modem lock option creates a file called
LCK..Modem or thereabouts in /var/lock. It tells other apps that the modem
is busy and may not be used. In a single user scenario.. this seems
trivial but is actually not ! ITs good to have it turned on.
