your question (at least i'll try mails preceeding me will correct me if i am

Nope Linux dosent have any inbuilt database (linux is a kernel) and there is
no RDBMS support from kernel level though free good RDBMS packages are
available.

I think yes, and you get MySQL and MSQL and PostGreSQL,packages free of cost
( download from net )

99% of the software required by you are free of cost (except for the ASP
plugin) why not use PHP3 it's free and better
