I think it is an entry in file access.db file.
e.g.
192.168.1 RELAY
..
the option in sendmail.mc is "allow-relay" or something similar.
If you don't want to edit things manually and prefer interactive utility,
use "install-sendmail"
available on www.freshmeat.net
