networking...

I have a RHL6.0 (Chip Dist) with a d-link dfe530tx 100mb pci nic (module
via-rhine by donald, not the one with RHL dist, downloaded one.) as the server
adn a win98 box as the client. The client also has the same card. Both these
machines are connected to a d-link 100mb hub. (only these two machines form the
network) When i try to telnet from win machine to linux it takes about 10
minutes to get the login prompt. When i use ftp to up-load any files, after
sometime it disconnects and no files are transfered.
I read about hosts, hosts.allow, hosts.deny in this group. But I dont
understand much. Can someone give me some detailed help...

# hosts.allow	This file describes the names of the hosts which are
# allowed to use the local INET services, as decided
# by the '/usr/sbin/tcpd' server.

Hosts.deny is empty.
server ip = 192.168.1.1 (Linux Box)
client ip = 192.168.1.2 (Win Box)
