reswaping too fast

Hi 
I am getting an error as
"reswaping too fast : disabled for 5 minutes"
I can't do anything. the message goes on coming 
and I don't even get the login prompt.
AND
since I have set the option for runlevel 5 how
do  I do not allow it to go to level 5 instead to
runlevel 3.
 Please help.
