dumping process details in linux

I want a source code of a utility which
1)takes a pid of a process and dumps all the relevant information about it
2)on the basis of command line switches i am able to dump specific
sections only and
3)the utility can change some of the values of the process.


  If source code is not available then please give me some guidance how to 
solve this problem or give an algorithm  which can do it.
