Yep my system also takes around 10 minutes to make an EXT2 fs, and there
isnt any activity while doing this. So i think you should try to wait more
in case your machine is a bit slow. So next time try and wait for a longer
time. You can also try unchecking the "Check for bad blocks" option when the
setup asks which partitions to format. This will really speed up the format
process.
