What does "none for other user" mean? Do you want to say that other user
should not be able to start X? In that case, make a seperate dir say
"restricted" somewhere and move all the startx binaries (i.e. startx, X,
openwin and so on) there. Then, change permissions so that user have 
no access to the restricted dir.
