Common misconception. Just because you shut X down doesn't mean that 
all the memory used by X will be free'd. The kernel keeps a copy of
it, just so that if you start X again, it doesn't have to go to the
disk.

Kernel will start free'ing memory, only when some other program wants
memory and there isn't any.
