I think people like OReilly, Raymond and Perens try to align themselves
in a direction where they think the popular opinion is.

Note that he doesn't go as far as saying Government should not use GPL
or fund projects which force you to GPL your code.

I'm sure if it becomes a big enough issue to be tested in the courts,
the US courts will certainly rule that using GPL for tax payer money
is illegal. Now, I'm not going to take this argument too far, because
I know that to make something wildly popular, you just have to make
it illegal :)
