I can offer to do the following on behalf of FreeOS.com. 

FreeOS.com will setup and maintain the server. The server will host all
Linux, GNU, Free Operating Systems, Open Source, CVS, etc.. We are
already mirroring serveral free operating systems on FreeOS.com.

This mirror would be called something like download.freeo.co.in and
FreeOS will control what goes on the site. LUG's and Linuxers are most
welcome to give their suggestions but finally FreeOS.com will decide
what they want to mirror. 

FreeOS will pay for all the equipment (servers) and any ISP/hosting
provider can sponsor the bandwidth. In return FreeOS will put up a link
as "Bandwidth provided by XYZ".

This kind of thing can work out with any company not just FreeOS.com.
Where freeos.com apprears you can replace it with your company (if you
are planning to host something like this).  If there are more companies
it will be better since there will be competition.
