runlevel 2 and 3

Hi

Can someone explain me the difference between runlevel 2 and 3 on.
According to /etc/inittab file:

#   2 - Multiuser, without NFS (The same as 3, if you do not have
networking)
#   3 - Full multiuser mode

My question is "How runlevel 2 is Multiuser without networking?"
