ScriptAlias /cgi-bin /path/to/cgi-files
In global declaration.

Thanks, but I'm looking for a single directive which would enable CGI for
all users in lets say, ~*/public_html/cgi-bin .
Its a pain enabling it for a gazillion users individually, isnt it? ;-)
