64MB instead of 256MB

Hai luggies,
when I issue the command free it shows the memory as 63928KB but My RAM
size is 256MB.How can I make my linux system to use the full RAM
             total       used       free     shared    buffers     cached
Mem:         63928      61680       2248      40736       2504      30792
-/+ buffers/cache:      28384      35544
Swap:            0          0          0
