how to get process ids based on the port numbers it is using

I want to gather process id of the processes that are using the specific  
ports in the server.Say I want to gather the process ids of the users who are 
browsing the web by having 80 as the port number.
I have tried by piping the ps output to grep lynx,It wont be useful if the 
user is using renamed copy or some other browser.
I know about utility known as "fuser" which can not be used by ordinary user.
