keyword filter...

Hi,

I am making an internet monitoring and filtering tool, something that
monitors and filters traffic to and from Internet to an intranet.  I am
looking for something that allows me to see the contents of the packets
being transmitted....so that i can parse the headers of the incoming
HTML data and filter them if at all they contain censored _keywords_
...i know this would be a bottle neck....bu then is ther any other
option for keyword filtering....
