Bash

hi 
	i've got a problem. I'm trying to route all commands that a user
enters in bash to go thru "sudo". I tried setting up alias but anyone can
easily bypass that by using the full path of the program.  Is there any
method to get filter the commands in bash ,i.e, prefix them with another
string ?
