simple! the MTA (Mail Transfer Agent) does not relay! Relaying means
that the person to whom you want to send the mail is not listed
as a valid recipient on that SMTP server which you contacted, but his
account resides on some other machine.

An example,

Recipient: a@xxxxx

your MTA contacts machine 'y' in domain x.com, but x.com is as
distinct from b.com as peaches from pears (are peaches and pears
distinct? :))

so, the onus is probably is on y.x.com to relay your message to the
appropriate machine. But, y.x.com does not want to share teh extra
burden (not only that, relays are potential targets for spammers), so
the machine y.x.com may refuse to relay your mail to arbitrary
addresses.
