The terminal that you get when you telnet to a machine is not setup as a
secure terminal by default (Check your /etc/securetty ). You can add
ttyp0,ttyp1 (for older distributions) or 0,1 (in newer distributions) to
allow root logins on those terminals.

I dont know how allowing root login can ever be secure. You can add cross-checksto "su" or other setuid programs to ensure that anyone who logs in remotely doesnot get root access.

root access should be restricted to the console for security.
