[LI] all ports in use???

my n/w was working absolutely fine untill i started getting this wheneveri
tried to telnet into my m/c from another:

Trying 90.0.0.15...
Connected to alpha.
Escape character is '^]'.
telnetd: All network ports in use.
Connection closed by foreign host.

at that time, there was NOBODY logged into alpha! i cant even do a 
telnet localhost! same msg repeats! though, i CAN telnet FROM alpha to
other m/c! whats happening here? please help!
