well,
You simply would have to put those perl files into a directory which is
recognised by your web server as a cgi-bin directory. i.e. a directory which
contains scripts.

Then u can simply write some html pages which in turn have a HREF calling
these perl scripts from that cgi-bin directory. But ensure that ur web
server can handle perl scripts. Apache typicaly has configuration parameters
in /etc/httpd/conf files about this.
