IT is possible that the bootdisk is not pointing to the right root partition.
In which case the the init files in /etc/rc.d and /etc/inittab are not found 
or your initab does not have a default run level in which case  try passing in
init=2 or init=3 for single user or network mode.   eg:
LILO:linux init=2
