If there is a function foo in qt-1.3, but was removed in qt-1.4 and you
have qt-1.4 and the arts code calls foo, then you have a dependency. 

You'll absolutely need qt-1.3 to compile it. However, if there was no
such dependency, you can change the Makefile to look for qt-1.4 instead
and get by.

But if you're not a C/Perl programmer, may god help you. Automake and
autoconf are complex beasts. I'm still struggling to compile DCOP under
KDE 2.0.
