[LI] Question about POP accounts

Hi,

How are POP accounts different from system accounts?

How do I setup POP accounts ( with access only to mailboxes and nothing
else)? 

Does anybody know of any web interface scripts for changing the POP
passwords by users - 
Some scripts that can be put on my linux server so that users do not need
to telnet to change their POP account passwords. They should be able to
just access a web page on the linux server through their browser and change
their password.
