Finally, as a new ISP, consider setting up a strict AUP (Acceptable
Use Policy) to discourage spammers, and make sure that your users
who spam will forfeit their accounts. See the AUPs of major isps in
the states and model yours on these documents (see
http://www.psi.net or http://www.digex.net for example)
Check that your servers are not open relays (see
http://www.abuse.net/relay.html for pointers - there are 17 hacks to
relay mail through a server). Usually, properly configured sendmail
8.9.3 (or the latest 8.10.x beta) should do the trick. Don't install
any sendmail lower than 8.9.2 (or try qmail instead).
Subscribe to the MAPS RBL and DUL to block spam at the router
level. See http://maps.vix.com/rbl and http://maps.vix.com/dul for
more info. The RBL blocks mail from sites which persistently host
spammers / relay spam, and the DUL blocks mail originating from
dialups.
[Reason for the DUL] All legit mail should originate from a MX
server, not directly from the dialup. Mail originating from a dialup
usually means that the spammer is running an smtp server on his
desktop to relay spam (direct to mx spamming)

consider joining CAUCE as an organizational member to promote
anti spam measures and support the crusade against spamming.
