Very much.  It is in fact much easier for a beginner to start with
Debian GNU/Linux.  U can have a minimal Debian system running on as
small a partition as 28 MB.

Technically, it is the best distribution around and it is easy too 'coz
everything is well documented.  The Debian Policy manual guides the 
beginner and takes one on a tour of the Debian GNU/OS.
