Do you apply your changes ? I assume that you do.
try the following: 

#ifconfig eth0 up

The above will ask ifconfig to attempt to enable eth0. In case all
configuration is fine, your network card should activate. If it does not,
there is some configuration error. If the card comes up a simple ifconfig
should tell you it's settings.
