Linuxhq.com is the wrong place to start with. Why not try with LINUX.COM

or LINUX.ORG and proceed from there. For links to software repository
freshmeat.net and linuxberg.com are good places to search.

The concept of in-built RDBMS in an OS is wrong. RDBMS is an application

which should work outside of the OS kernel. The concept being sold by
Oracle 8 is another matter where they are selling an DBMS with a
micro kernel providing the OS services.
For an RDBMS which works nicely on Linux, PostgreSQL or MySQL should
be the choice. As for "intranet feature" could you elaborate more on
that ...

No. Client Access License has (or rather should have) no meaning in the
world of web sans MS.

In fact Linux is famous for that and MS was afraid of doing a benchmark

this criteria. For a complete solution you can have a look at Midgrad
and Zope.
To build one of your own, you need Apache + <your favorite module>

Yes, you need to setup mgetty for dial-in access.
