I think you are bit confused here. The general set up at vsnl is like this.
Number of telephone lines (more than 2500 at vsnl Bombay) are terminated on
equal number of rack modems. These modems are connected to router. The vsnl
server (OS Unix ) is used for authentication ,  mail , dns, shell  etc only,
rest of the job like routing packets for browsing etc is handled directly by
router. The IP address to user is also allocated by router. The routers are
highly customized and have their own proprietary os.
