Though some dial up modems have leased line capability but MTNL never ever uses them. They stick to 4 wired RAD ASM20 Leased Line modem. These modems are really good and work without much of a problem after setting up.

I don't think that is true.  MTNL gives a 64kbps 4wired leased line, which
needs special leased line modems.  This info is according to an engineer at
MTNL.
