There is nothing wrong with linux, mobo, processor.
The kernel which you are running has built in functions to shutdown
(Soft Off) the machine at halt which is not possible as your
motherboard is not a ATX type. (This problem happens if you have any
non ATX motherboard irrespective of powersupply)

Just compile a kernel and remove "power off at shutdown"
