For people who live in timezones with daylight savings time (most of the
US), setting clock to GMT is the right thing and it is what UNIX has 
traditionally done. It is WinXX that refuses to use anything other than
the local time and has to deal with all kinds of horrible crap to update
the clock around the time the clock is moved forward or backwards.

If you live in a timezone with no daylight saving time, just use whatever
makes WinXX happy. Linux can live either way.
