Here's something from a post on a mailing list I'm member of.  The 
poster is the sysadmin of a huge Canadian ISP.

This sentiment is growing among ISPs (even backbone providers) 
throughout the USA - I've seen lots of posts re this.

Not much we can do re Linux if we get cut off the Internet thanks to 
one rogue hacker / usenet spammer.

Anyone with a high level contact in VSNL who is reading this, please 
do get in touch with me for more details.  I'll be obliged for the 
favor (this favor is for all of us - and is rather solid proof of that old 
Hindi proverb about a single fish dirtying the entire pond <ek machli 
sare talaab ko ganda kar deti hai>)
