Look into /etc/inittab. This file has the setting for different
run-levels, tty's, ups-control and trapping of ctrl-alt-delete, etc.

ud::once:/sbin/update
# Trap CTRL-ALT-DELETE
ca::ctrlaltdel:/sbin/shutdown -t3 -r now

You could change the command to be executed to something displaying an
error message.
