PGP signatures are not the same as key IDs. So if someone wants to send
an email to the list and wants to authenticate him/herself, there are two 
things they can do:

1. Use an ASCII armor (--- Begin PGP -- etc)
2. Use PGP/MIME (RFC 2015)

(2) is technically a better option because it allows you to forward PGP
signed emails, and sign mails with attachments.

If it is possible for you to filter based on the size of the attachments
or the mime type that would be a better option.
