Hi,
   I think its quite difficult to stop Netscape from doing anything
other than browsing. Most browsers support telnet,rlogin,finger,gopher etc...(even lynx). Also, file access is difficult to deny.
Netscape allows you to save files, allows use of other applications
to handle special types of files (acroread to open postscript files,
if you have tried, then also for zipped files etc..). Netscape (and
others ) can also browse local directories. If you are really interested in *security*, you can write your own startup program,
which could do a chroot(), and setup directories with only the required files
and libraries, but it can get complicated.
   If you want to know where a file(executable) exists, do a "which filename",
like a "which netscape" or "which xinit" etc...
   You can disable features like telnet through settings or whatever,
but someone else can re-enable them.. :P
