[LI] Linux password security

Use the ``restricted'' and ``password'' features of lilo to prevent
people from fiddling around with lilo command-line arguments.

It's probably possible to disable single-user boot also, but (a) I'm
too lazy to figure out how to do it and (b) there are other ways of
achieving the same effect so it doesn't help.
