You can.  In fact, the rpm package management software is available on
Debian: http://www.debian.org/Packages/stable/admin/rpm.html

Why?  When most of the same software is available pre-paclaged in both the
.rpm and .deb formats?

Another point: Debian's start-up rc scripts are under /etc/init.d/ and RH's
under /etc/rc.d/init.d/

You *can* get the KDE software in deb format already (off of KDE's site).
