This is the easiest and the most hassle free method of installing packages on
debian.
First make sure you have all the necessary packages for installing kde.
ok

You can exclude some unnecesary packages from these. ( Hey but not the libs ;-)
Now put them in some directory . For ex /home/tmp

and then
run

dpkg -i *.deb from /home/tmp
Of course as root

RTFM says that for root only /bin should be in the path and nothing else
for security reasons. But now even /sbin and /usr/sbin and /usr/X11/bin are also
included cause we got X11 and more utils also.  Anyway my root's path si as follows

 echo $PATH
 /usr/local/sbin:/usr/local/bin:/usr/sbin:/usr/bin:/sbin:/bin:/usr/X11R6/bin

So I guess something wrong out there

You can add these in your path by editing either the ~/.bash_profile in your 
root directory or ~/.profile.

I maybe wrong in which case gurus can takeover. ;-)
