Vgetty is smart enough to detect the voice, fax and even data. In
voice.conf you can specify the default behavior of vgetty. It first
looks for voice then fax tone and then data.
While configuring the vgetty for the first time my call went to fax only
when voice program failed. Then I disabled the fax option in voice.conf.
Once the call is transferred to fax /data , mgetty may be taking over.
In fact these two programs are supporting each other and works in
coordination.
I have not used kvoice ( because I hate graphics ), but vgetty-2.0 is
fully functional as answering machine and gives complete control over 
modem behavior.
You let me know exact setup you wish to have, than I will be able to
suggest.
