After the second reboot, poke around the log files in /var/log and see what
exact message was printed before the automagic reboot.  You could also try
going into single user more (type 'linux single' at the lilo prompt) and
seeing it the reboot happens.

See /etc/init.d/ and the manpages for init (8) and update-rc.d

IMO, Debian's update-rc.d mechanism is far better.
