It seems that you want your machine to act as WINS. For that you have
to do a few things. You have to tell Samba that it has to act as
Domain Controller etc. etc. Samba is very well documented and it's
right there in /usr/doc (I am making a few assumptions here ;). I
seriously advise you to go through them (It's going to be a lot of
fun, believe me!!). For an overview of various members of Samba suite
