pcqupdt caused ipfwadm commands to be run at startup. That utility is no
longer used, but a wrapper script called ipfwadm-wrapper exists that
emulates the commands.

So edit /etc/rc.d/rc.fw and change "/sbin/ipfwadm" to
"/sbin/ipfwadm-wrapper", and things will work.
